Unless you had a big issue, it was generally impossible to receive a refund for Steam game purchases. Valve has finally changed their stance and is now allowing for refunds on any game for any reason.
Here are the basics of this new policy:
- All applicable purchases can be refunded within 14 days as long as they have under two hours of active playtime on the product. This applies to pre-purchased titles, Steam Wallet funds, Steam-specific bundles, and DLC.
- Purchases made outside of Steam, as well as gifts, are not applicable. The same holds true if you purchase a movie on the service.
- If you have a VAC ban on the game you’re seeking a refund on then it will not be granted.
You can read up on all the new rules on the Steam Refunds page.
