Bethesda Softworks have confirmed that Fallout 4 will be eighth-gen exclusive. As such, the game will not be coming to PS3 or Xbox 360.
Fallout 4 was announced earlier this week for PS4, Xbox One, and PC. Neither the trailer or the official website left any hint that the game could be coming to last-gen consoles, but that hasn’t stopped hopeful fans from reaching out to Bethesda’s Pete Hines on Twitter. Suffice it to say, he was not all that happy about the question, but provided a solid “no.”
@greenlizardball ok. well you feel free to wait for those other platforms and be sure to let me know when they show up.

Bethesda’s Community Lead took to NeoGAF to clear up any leftover conclusion. His answer was much more straightforward:
“It is not coming to 360 and PS3, the stuff we’re doing will never work there.”
Fallout 4 will take place in a section Boston, Massachusetts. Players will be given a sprawling open-world to explore chock-full of mutated monsters and a colorful cast of NPCs. Expect to see gameplay on June 14, when Bethesda Softworks will be holding their first ever E3 press conference.
